            US space spending is probably close to 50$ billion per year if you count everybody up, NASA, NOAA, DoD, etc...  ESA is maybe 1/10 of it or so.  JAXA? I read 3$B last year.
I don't know but I wouldn't be surprised one bit if DoD has its own weather sats and earth observing sats.
Anyway, I'd tend to believe that where the money is being spent is probably the best *overall* data and analysis.  Of course no one is perfect all the time.
